It will only appear during the right type of weather - specifically when the sky is fully covered with clouds. It will not appear when it is raining or sunny. You will need to leave Tchita Uplands completely to reset the weather if it's sunny.

Assuming you are close to where Goliath is located or if you just defeated Goliath in the Hall of the Slumbering Might , travel through the room into the Hall of the Ivory Covenant , through that room and into the Cloister of the Highborn.
